A simple workaround: you can create a link to konqueror (or modify your menu entry) and set the command to konqueror about:blank (or whatever starting page you prefer) instead of just "konqueror". This should mimic the old behaviour. Every new release of KDE Plasma and Konqueror brings its lot of regressions. This is one of them. There are multiple issues with having Konqueror as a single application and the workaround proposed in the previous comment is not adequate by far.
