Hi.
I have tested this in KDE Neon with KDE 5.9 also and in behaves the same way.

I use the panel in the left side and I need the app names, so my panel width is big.
The menu icon resize with the panel, so, the higher is the width of my panel, the bigger is the menu.
The problem is that the menu is using a lot of space in the bar, I would recommend to give the option to lock the icon size and center it, like in Windows.

Same thing happens with Kicker and other applets like Digital Clock.

I moved this to Panel, so I can post more cases.
If I have the Menu and a Konsole Launcher, that occupies like 25% of the Panel
