I'm not sure we should remove one of these options. The way I see it, usually user has a frame selected, and either want to add time before it (insert left), or make it longer (insert right). But I agree with the second part: we need similar actions inside the timeline that would affect only current layer, or even better, only layers with frames included in the frames selection.
