I mean not consider it a normal keystroke and be triggered with it.

Though if this is silly since e.g. modifier keys are supposed to trigger it, feel free to close.

Yes, the timer should start running at every keystroke (even if it is just a modifier key). 

Rationale: Pressing a modifier in preparation for capitalized letter or a symbol is part of the training. I think that's the common case. About global shorcuts (e.g. for switching to different keyboard layout) KTouch can't do anything. KTouch doesn't even know them (that's the job of the window manager), so it can't ignore them for triggering the timer.
