Pretty sure this is a side effect of https://phabricator.kde.org/T2860 being unresolved. The i18n data is packaged separately because it would be in the base language pack which would be installed on !english installs but not when switching language after install as per that phab task. That being said, I don't think depending on the split package is the way to go, but instead resolving that task. Alas, AFAIK the last on this were like 3 requests for VDG input to no avail. Thank you for reporting this bug in KDE software. As it has been a while since this issue was reported, can we please ask you to see if you can reproduce the issue with a recent software version?
