KWin is not responsible for keyboard layout on X11. The shortcut I've set to change keyboard layouts (ALT + Shift) randomly stops working on KDE Neon. When that happens, I have to use the system tray icon to change layouts, then the keyboard shortcut will start working again. This has been affecting me since I installed Neon months ago. Unlike OP, I've set it to affect only the current application. My secondary layout is a custom layout I've made for myself. |
