And that doesn't happen if you double-click the krita.exe or use a shortcut from the desktop? In that case, the link on your taskbar probably starts Krita slightly differently from the other ways of starting, and since you seem to have two graphics cards, probably picks the wrong one. That's not something we can fix inside Krita, that's something peculiar to your system. If you are still interested, please test this with 3.3, try both the desktop OpenGL and ANGLE renderer.
