Summary: A small arrow bar will appear at the bottom of the screen and when I click on it the canvas expands in height without any way to undo, and scrolling back up in the canvas will not work, instead it will be very sporadic, keeping me out of the canvas view.

(It seems to happen without me doing anything.)  I will be drawing and hit the small arrow bar at the bottom of the canvas that expands the canvas down a size, but sometimes it will not let me scroll back up.  If I try to scroll back up to see the original image I was working on before expanding, it will flash and glitch and keep me situated at the expanded portion of the canvas.  I'm not sure if drawing on a Surface Pro 4 has anything to do with this, I'm not using any tablet, just the computer with a driver.

1. It happens without me doing anything, so I do not know how to reproduce it.

Expected Results:  
If I had known what was going on and how to reproduce this bug, it should have let me scroll back up or at least letting me undo expanding the canvas down.

Because I am unable to scroll back up because of the glitching and flickering of the canvas, I loose information.  It's even more annoying when I'm halfway through an illustration and this happens and I need to start over, or just trash the project, because there's no way to stop the flickering and glitching.
