If using the Folder View as the desktop containment and an icon is placed at the bottom right grid position, then a scroll bar appears on the right hand side of the desktop.  It is working and the desktop can be scrolled with the bar or mouse wheel, revealing another row's worth of space at the bottom.  If the icon is moved away anywhere else then the scroll bar disappears again.

See attached screen shot.  This is with a single panel at the bottom (in the default place), medium sized icons, arranged unsorted.

As an added bonus, if the desktop is scrolled down and another icon is then placed at the new bottom right, the scroll bar extends and more space appears below.  This can be repeated ad infinitum.

Able to reproduce appearance of scrollbar only when dragging desktop icon horizontally out of view in:

This has been fixed for quite some time now.
