Also, when the panel is attached to the border of secondary or tertiary display and that display disappeared after a reboot (desconnected), panel disappears as well until the monitor is connected back Can you still reproduce the bug? I have broken my leg so I won't be able to answer your question earlier than after a month, sorry. I have only one monitor at home.
