They are mentioned in the handbook: https://docs.kde.org/stable5/en/applications/konsole/commandreference.html#settings-menu And they are "documented" and configurable in Konsole's "Configure Shortcuts..." dialog ("Next tab", "Previous tab"), reachable via the "Settings" menu like in every other KDE application. You can change the shortcuts to whatever you want.
