I don't know if it's just one bug or two:
I have configured two users. An admin account and a normal user. Admin User ID is 1000 the normal user's 1001. When I start the user manger there is just the admin account shown, the user account is invisible (using kuser all users are shown) . 
On the Log in screen both users are shown, but only the admin with icon. 
If I enter the users account the Icon is shown and in the user manager I can see here both users. I have that phenomena on two machines.

Steps to Reproduce:
1.Open Systemsettings > user manger 
2.Add new user choose User Icon
3.Close user manager open it again the second user is invisible
4. Log out from session, there are two accounts to log in, but only one with the chosen icon.

I have 3 user (1 admin and 2 normal) and I can't see the last normal user.

Same basic issue as in Bug 336994, which was already fixed.
