IM Contacts can be run only by typing "ktp-contactlist" from console. It is not possible to run it from the application menu or from IM icon from taskbar although the stasus can be changed by right click on taskbar icon.

Please install kde-telepathy-desktop-applets package and remove kde-telepathy-legacy-presence-applet package, then log out and back in.
