I think it would be better if the window decoration was smaller.Right now it wastes too much screen space.

Just to make sure
Did you try to reduce the decoration button size to the smallest one (from the breeze decoration configuration dialog) ? 
The decoration font title ? 
So that it matches your taste better. 

Or are you suggesting that disregarding these parameters changes, we should also change the "defaults"  ?

Yes,I did do that. Even as such it is still just barely not too big.
So yes, I suggest you change the "defaults",or alternatively you could add "very small" and "very big" options.
