Icons are big when panel placed vertically. Kicker icon is scaled with panel that makes panal unusable with bigger width (first screenshot), system tray icons are big and as a consequence they are placed vertically instead of creating horizontal rows. 
KDE4 implementation is correct.

Reproducible: Always



Expected Results:  
KDE4 behavior.
