There are two actions (Bold, Add Bookmark) that use the same shortcut Ctrl + B. This is probably a mistake. Window Actions don't have shortcut keys. I think you mean: Global Shortcut > Send Keyboard Input. Window Actions only trigger when a window changes. I've tried a general Global Shortcut and the Shift works. I did "Shift+h:e:l:l:o" and it worked. Can you please confirm if this issue is still present for you or if this report can be resolved, thank you. I've set this bug to NEEDSINFO.
