I confirm it. Debian Jessie. Russian locale (utf8). Same here. Debian Jessie, ru_RU.UTF-8 Same problem. Debian Jessie, ru_RU.UTF-8. I can't detect this problem when Apper started first time after a system start, . The problem arises after pressing "check for updates" button in Apper. Created attachment 93428 [details]

Apper in error state ('?' - instead of cyrillic symbols in package description)
After click "Check for updates" button, you can see '?' instead of cyrillic symbols in package descriptions.
Same here. Debian Jessie, ru_RU.UTF-8 Thank you for reporting this bug in KDE software. As it has been a while since this issue was reported, can we please ask you to see if you can reproduce the issue with a recent software version? If you can reproduce the issue, please change the status to "CONFIRMED" when replying. Thank you! I confirm it, unfortunately. The behavior of this issue still the same. 1. There's no problem when you open Apper for the first time. 2. After the click on "Check for updates" or search all of the localised descriptions of packages have '?' symbols instead of the text.
