Which widget style and color palette are you using? See System Settings > Application Appearance > Style/Colors. Is this issue still reproducible when changing them? widget style: GTK+ Style color palette: Default changing them does not help. This is a known GTK bug (you can see it with tooltips in GIMP, too). I'm afraid there isn't anything we can do about it. I would recommend using a different widget theme.
