Could be a duplicate of bug 179948. I have indeed noticed that it doesn't appear to know how to deal with themes which don't follow a very specific directory structure (I have been able to install them by hand). There was at least one occasion where the theme did install correctly but appeared only after I restarted the control center module, but I haven't been able to reproduce that case yet.
