Enable all plugins. Many of them will create bottom tab entries. Maximize app window. It will not fit on screen. If desired window size doesn't fit all the buttons it should automatically wrap rest of them into menu (like in Chrome or MS products). 

Requires new functionality.

Different approach, like Kate does: Elide the tool view tab text.

Also, noteworthy: Kate uses KMultiTabBar, maybe worth having a look at this implementation. Maybe we should use this instead?
