It would be good if the "User Actions" panel had an interface to sort the actions. 

Reproducible: Always

Steps to Reproduce:
1. Add a couple of actions
2. Actions are displayed in order of how you created them.

Do you mean the sorting of the "commands" that are invoked per action?

Yes. As in this screenshot, you can see the 3 commands, unsorted.
