This has a workaround but is kinda awkward to activate, you need to go to View>New View and then press tab to show canvas only, this is a minor fix but it doesn't cover the navigator feature

Reproducible: Always

Expected Results:
The navigator your let you see the whole drawing while you are working in a small area, the workaround let you see a small part it also allows editing that part

It would be great if it also allowed to pick a zoom level in the navigator aside from the canvas size but is just a suggestion

Hi, Eduard!

We have a Overview docker specifically for that, doesn't it work for you?

Well, that doesn't do navigation, it just shows the whole image. But I
think we already have a wish registered for this, I seem to remember
discussing that last week.

I'm using the "lastest" version from the kubuntu ppa; 2.7.1 , and I can't see it or I don't have that

Weird... That is an oldish version, but 2.7 did have the overview docker. I have no idea why this doesn't show up for you -- best report it to Ubuntu, since it definitely is in the source code.
