We're gonna address it in a new feature done at GSoC that is being reviewed here https://git.reviewboard.kde.org/r/113413/ I have just checked in systemssettings from git master and I believe this is now fixed. They keys appear the same as the AZERTY layout on Wikipedia for Belgian. Can you please test and confirm if this issue is still occurring or if this bug report can be marked as resolved.
