Muon keeps showing the update icon in the icon tray though no updates are available

Reproducible: Always

Steps to Reproduce:
1.automatic
2.
3.
Actual Results:  
the udate icon keeps appearing in the icon tray

Expected Results:  
apearance only when an update is possible

problem since update from kubuntu 13.04 to 13.10

It does seem that  the tray icon is reusing stale data.

Several times the tray icon has reported updates available, only to have the application report up-to-date, when launched.
I turned on the feature to tell the number of updates.
This morning it did several updates, then it reported 9 updates, only to have 12 updates waiting.
There is definitely a discrpancy between the tray icon and the update app.
