Same here I have a very recent fresh instalation. These are the system information: -Kubuntu 13.10 -O.S Version 3.11.0.12 -generic 32bit -KDE Platform 4.11.2 I preserve the system in "clean" as posible state without adding anything (backports, wine, non KDE software, nor wine platform) that could conflict with KDE. I have paid such experiments very hard during the last three years. Lately I get this annoying false update notifications but after the automatic scan, no updates seem to be avaliable and the udater reports it. And it keeps coming back from time to time.
