In the current set up, unrated == 0 stars, which means we cannot differentiate one from the other. I'd like to go over the whole collection and filter to see only unrated pictures so that I can rate them. This way, I can make sure that every single picture in my collection is properly rated on a 0 to 5 scale. 0 start and not rated has the same signification in digiKam and there is no plan to separate these properties.
