Per the User guide, "Right-clicking an institution name brings up an Institution Options sub-menu".  While in the institution list when I right click on a Institition, I receive an "Account Options" menu.  Not sure, maybe I am doing something wrong...

Reproducible: Always

Steps to Reproduce:
1. Open Accounts list
2. Left click on individual account to select
3. Right click 
Actual Results:  
Receive a menu labeled "Account options"

Expected Results:  
Receive a menu labeled "Institution options"

Invalid is not the same as Duplicate.

Jack, we use duplicate, if two different reporters file the same issue, but we use invalid state, if a single reporter submits the same bug multiple times.
