kget ignores the upload/download speed limit set in the options. it doesn't matter if they are set globally or for a specific download group

Reproducible: Always

Steps to Reproduce:
1. set limit
2. start download
3.
Actual Results:  
downloads with full bandwith (600kb/s for me)

Expected Results:  
downloading with limited bandwith (200kb/s, as in settings)
