Thomas, the screen shot in comment #1 does not show kvkbd, but a plasma widget. Where to assign this to? Oh yes, sorry, my bad. I don't know if the keyboard widget is maintained by the Plasma team, but I'll assign the bug to them, hoping they can make use of it. Using KDE 4.11.2, so this particular bug wasn't fixed in 4.5.x.
Workaround: Change the Keyboard layouts so that Arabic is first. This makes Plasma Keyboard Widget work "correctly" for Arabic (only), but is not ideal. So the 2nd and rest of layouts will still be incorrect. Hello! This bug report was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this bug is already resolved in Plasma 5.
