When hovering with the mouse over the device notifier icon there is no tooltip. Every other item in the systemtray has one.
It does not matter if there are devices available or not.

Reproducible: Always

Steps to Reproduce:
1.Hover device notifier icon
Actual Results:  
Nothing.

Expected Results:  
After a few seconds a tooltip appears.

Confirmed, but also true for 4.8 - so no regression, I believe.

Show icon tooltips in systray

At last, re-add icon tooltips to the QML version of the
device notifier.
This fixes a long overdue regression introduced in 4.8
We should consider backporting to 4.9. Unfortunately we had to introduce
a new string so I have to think if it is really worth it.
