This bug was also reported by me in the Fedora Bugzilla here: https://bugzilla.redhat.com/show_bug.cgi?id=813255 for Fedora 17, but the issue remains the same.
Interesting fact is that in my Fedora 16 I'm running on my laptop, Kjots is perfectly fine.
I suppose there is a problem with kjotsmigrator tool (that starts on first run of Kjots) which is provided by kdepim-runtime package.

I see there is a bug already opened for the migrator: https://bugs.kde.org/show_bug.cgi?id=297914 maybe even https://bugs.kde.org/show_bug.cgi?id=277378 but I'm not sure if it is related...

I have the same problem, but I have opensuse 12.1-kde4.8.2 installed on a compaq mini cq10-a, for now it is impossible to create new notes or book. I hope this problem can be fixed soon.

I've experienced the same issue coming into a fresh KDE 4.8.3 install in Funtoo Linux.  Brand new install, and kjots never would work properly.. The migrator seems to do nothing, but of course, there is nothing to migrate being a fresh install.

I found a workaround while looking at the akonadiconsole.

Delete all "Local Notes" agent instances. 
Open kjots.
Click on the newly created "Local Notes" agent instance.
Click "Configure" > "configure remotely"\
Click "apply configuration"

This somehow smacks kjots around enough to be able to create its configuration structure/note storage pool.

All I can ask further, is what is wrong with Akonadi making it near impossible to start from scratch and expect things to work?

It doesn't work on Linux Mint Xfce with KDE installed(I Use KDE)

Kjots doesn't work in Kubuntu 12.04 either.

I got Kjots working satisfactorily after getting a clue from Mike H's comment#4 above.

I had a look in the Akonadi Resources configuration tab, click on "Local Notes", click "Modify..." and I noticed that the path was wrong. It was: 

"/home/rod/.local/share//notes/ULR7X46V0Z/"

Simply deleting the extraneous "/" after "share" worked wonders! Kjots now is working just fine after a reboot.

I can confirm this behavior but it doesn't solve all problems. 

After konfiguring KJots this way it is able to create new books and notes but each time I do that, notiffication popup shos with message that som folder can't be found. More specifficaly popup says:

Notes: Maildir '/home/my_user/.local/share/.notes.directory/NFnOWrsW3z' for collection 'NFnOWrsW3z' is invalid.

Fixed now in Fedora 19 with 4.10.4. Didn't really investigate how and why, sorry.

If anyone else can confirm it is fixed, please close this entry.

This is not fixed, there is still no way to create new books on the main branch by using the app, only the two books that come as standard can be used. You can create books under other books with no problems. I am using KDE 4.14 on Kubuntu 14.04.

There is a work around, you can create a Akonadi resource >> AkoNotes local maildir resource and point it to ~/.local/share/notes/XXXXX where XXXXX is the name of the book you want and it will show up in Kjots as a book.
However I have noticed that it is supposed to create a legit maildir hierarchy  and so far it on my test it has not.  I created a "knote" folder to be used by knotes and it shows up in kjots and knotes uses it but the actual folder in ~/.local/notes/knotes is completely empty. I hate to think where my knotes are actually going or residing.

I've just tested KJots 5.0.2 in Kubuntu 18.04 and it appears to be working OK now. I managed to create several new KJots books under "Notes" and a few pages in each book, it seems to be saving them automatically and I can reopen them subsequently after closing KJots and restarting it.

I can also see the the notes externally to KJots in the folder:

/home/rod/.local/share/notes/akonadi_akonotes_resource_0/

so backing them up should be possible too.
