With a vector layer selected, choose the brush tool. Before the user begins to click and drag on the surface, Krita should reminds the user that the current layer is not a good target for this tool; maybe some kind of visual clue ("forbidden" red sign, etc..), or some text asking him to choose another layer. I'm not sure what a good solution could be.
