There is no current documentation for Kontact/kdepim on docs.kde.org, and therefore there is no documentation in Kubuntu for Kontact or any of its components.

It is the other way round, docs.kde.org pulls once a week all documentation and its translations from the kde archive to display it on the website.

If you have don't have documentation in Kubuntu for Kontact or any of its components is a Kubuntu issue (not packaged, Kubuntu splits kdepim code and documentation, but you don't have docs installed etc...), as long there is a documentation in the kde archive.

I see where the problem is.  The kdepim-docs package in ubuntu is not in the list of "recommended" packages listed after install of kdepim.  So, the docs must be installed manually.
