Reproducible: Didn't try

Steps to Reproduce:
Go to Software Updates, checking and install updates, waiting service to start. 

Actual Results:  
Service never start.

Expected Results:  
Service to start and to install the updates.

OS: Linux (x86_64) release 2.6.32-27-generic

That email is because you filled a bug against System Settings and it is
actually KPackageKit bug.

Are you really using KPackageKit 0.3.1? If so I'll have to close the bug as unmaintained since it's too old (+2 years) for me to take a look at.

My suggest is for you to check is packagekitd process is running, if not check if PackageKit is installed.
