By default Okular does not show in the 'open with'-dialog. You can choose 'set default program' -> browse -> go to your KDE installation folder -> select 'okular.exe. I do not know if you have tried this. But I have been using Okular as my default PDF-reader on Windows 7 for about a year now. >You can choose 'set default program' -> browse -> go to your KDE installation

Well, I did this several times for Okular but without success, though this method worked for other KDE applications - Gwenview, Okteta, KolourPaint
One other thing that is then possible is a missing KDE file association. Could you look in KDE system settings -> file associations -> search for 'pdf'. Well, Okular is a single entry in the list, so it's already on the top.
