When you create a PPTP VPN, the encryption setting is disabled per default.  Trying to connect will fail without any useful error (even in syslog all you see is that the connection is dropped).

The encryption settings are hidden in PPTP Settings->Advanced->Use MPPE Encryption.

I've never seen an unencrypted PPTP VPN, so I think it should be enabled per default (set to Any).

Also, PAP should be disabled per default as it is horribly insecure.

We use the same defaults nm-applet uses. I prefer to keep the same defaults they use since nm-applet and NetworkManager share the same developers and they must have a reason for using those defaults. You can contact NetworkManager developers and ask why they use those defaults, if they change the defaults we can change too.
