The attached jpeg is displayed correctly in digikam (pls see bug #228483) however not for the background image.

Reproducible: Always

the wallpaper renderer (private class in libplasma) doesn't do -any- rotation at all. for this to work, the wallpaper plugin in kdebase would need to link against kevix2 if it is available, or the exif rotation reading would have to be reimplemented in the wallpaper renderer using libexiv2 (if it available).

Plasma depicts the image vertically in the Desktop Settings window, but does not rotate the image wallpaper.  This behaviour appears to be a bug - can Plasma not leverage the same information to rotate wallpaper as it uses to rotate the preview?  Note that Dolphin also automatically rotates the image.

On a side note, a thanks to the developers for an excellent and generally seamless wallpaper switching process.

I'm planning to work on this functionality quite soon, but I'm not familiar to KDE coding uses and especially dynamic library loading (when present), can anyone tell me where in can find a sample in the KDE source code ?

This feature request was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this feature request is already implemented in Plasma 5, or is no longer applicable.
