I guess it only affects these "uncommon" keys (printscreen, scroll lock and pause/break)? I'm not sure, but it might be, indeed. For example, control-alt-suppr does work and open the 'quit dialog' as expected. Also, things like alt-tab or control-tab do work too, i dont know if this is what you mean.
