The apply button is grayed out on the Desktop Themes Details panel.

The Desktop Theme Details is only used to customize themes, it can't be used to set the current Plasma theme (you need to go to Appearance/Style/Workspace tab for that...).. Of course, this is just a bad implementation/usability: In the future those two modules could be merged and simplified...
