It works for me on current trunk. Can you check if you have write permissions to .kde/share/config/kdeglobals, and if "BrowserApplication" is saved there when you change that in System Settings? Works for me as well (both in trunk and 4.5.1). Since there was no reply from the original reporter within almost 8 months and this bug is unassigned, I'll close this as WORKSFORME.
