When I click on "Help" -> "Report Bug", nothing happens.

Checked with 4.4.0 compiled from sources, this works properly here.
Maybe a Ubuntu Karmic problem?
Please report downstream.

Yes, it is a problem in the Ubuntu integration with their system (apport) : bug 199972. (Ubuntu bug https://bugs.launchpad.net/ubuntu/+bug/400209)
