I have the same problem. Master volume goes at 100% when i receive a message, but for me never gets normal again. It happens only when hearing music by Amarok and not by other programs. happens to me, as well. this bug causes me physical pain. however i'm not using amarok, i'm using MPD. This happens to me too, but not with Kopete but system bell generated by Konsole. Every time the system bell notification is invoked 3 times in quick succession, pulseaudio resets volume to 100% and the _next_ (not the current) song played by Amarok plays really loud. So I think this bug should be reassigned to knotify. Dear Bug Submitter, This bug has been stagnant for a long time. Could you help us out and re-test if the bug is valid in the latest version?
