The sidebar icons (Digikam, Kate, among others) do not respect the configured icon size, they remain 16*16 no matter what. These icons should in fact respect the configured icon sizes, there is a reason that the user configured them! Currently, their default (and only) size is way too small for my family's usage.

Cannot confirm. I just changed size of small icons to 22x22, and digiKam sidebar respected that.
