sounds like that bug where one applet was doing something to it's size, which then caused problems in the panel. So probably it's the fault of one of the applets in the panel. but which one... I tried to find this evil applet but wasn't successful. But while removing applets I noticed that adjusting the minimum/maximum panel size had an impact. I now found a solution with min and max size sliders on the same width, and the width is slightly less than all widgets/applets need so the right outer most applet ist truncated slightly. Now there is no more swapping of icons. When I give the applets/widgets enough room (with the min width slider) the shuffling starts again. Further, after login when the desktop is completely rendered, the panel takes some 5 seconds extra time until it is displayed.
