I did report bug no. 194346 though kde 3.x.x seems to be slowly abondoned, I decided to report the same problem existing in 4.x.x series.

kdm should read /etc/limits file, other ways it can cause programs to crash, like Opera which saturates maximum number of open files per user/terminal emulator.
