Version: (using KDE 3.5.10) OS: Linux Installed from: Slackware Packages I am using Slackware 12.2 which means I am not using PAM to describe user resources. For CLI mode we have /etc/limits file which comes with shadow package and this method allows describe limits per user. For graphical mode, which means in my case kdm as a session manager, this file is completely ignored., which should not take place since default limits are not always enough. Expected result is that kdm reads and applies /etc/limits.
doesn't slackware use PAM?
nope, and never has.

KDM is unmaintained and not used in KDE Plasma 5. SDDM is the login manager used in KDE Plasma 5. If you still have this same issue with SDDM, please file an issue on the SDDM bugtracker (after doing a search for existing issues first!): https://github.com/sddm/sddm/issues/
