I couldn't decide easily but in general I think all splash screens are indismissable. So marked the level as bug.

While the KDE desktop is being loaded, the splash screen is shown. If user happens to click anywhere outside the splash screen coverage, the splash screen is dismissed and user is left with an empty desktop with only background until the desktop is initialized. 

Also the flickering during the layout of the desktop is visible while normally this happens under the hood and the initial layout has been finished while user sees only the splash screen.
