KRuler does not have a window title bar, therefore the option "Keep above others" can only be set if the user has defined a keyboard shortcut for it. It would be nice if this option could also be set using KRuler's menu and possibly a button next to the rotation-buttons if they are shown on the ruler.

Another nice action would be "Duplicate ruler", which opens another instance of KRuler without using the KDE menu.

I believe this can be easily solved as a junior-job.
