I have the analog clock widget docked in the panel (showing only minutes). When I start KDE, the correct time is shown, but the time does not advance (i.e. gets not updated). Everything is okay after I have started the "Analog Clock Settings" dialog. I don't have to do anything here; just say ok. Then the analog clock updates correctly its time from now on.

This bug is really annoying, as I rely on the time shown by the clock, and of course sometimes I forget to apply my workaround.

Note that this bug was only introduced recently (I can't remember which version, but it was this summer and, I think, when 4.3.1 came out; but anyway after a somewhat major jump in versions)

I suggest elevating the severity to "Major" since I believe that a clock that doesn't tell time is usually considered non-functional...?

Do you also see this bug when you enable the seconds hand of the clock?
Does it update the time when you resize the widget?

When I start KDE with the clock docked to the panel and have enabled "showing the seconds hand", then the time is updated correctly from the beginning.

I haven't yet tried to resize the panel (and thereby the clock). I have extended the length of the panel by hand (which does not lead to a resizing of the clock) and the problem still remains.

Also the problem is not deterministic. Sometimes the clock shows the time correctly, sometimes not. So it looks like a race condition when starting-up the panel.
