I want to unpack some files.
If I enter a directory name which does not exist the application should ask if I want it to be created.

Do you mean you manually enter a full path in the input box below the folder selection widget in the extraction dialog?

Judging from your KDE version, your wish is a duplicate of bug 163108, which has been implemented. However, due to changes in KDirSelectDialog (the underlying widget that allows you to select a directory for extraction) it cannot be implemented - you have to create the directory beforehand.
